ABSTRACT
In 2001, the universal health coverage policy was adopted by Thailand with primary healthcare (PHC) as major focus of policy. order to understand structural and institutional factors affecting implementation PHC in rural Thailand, a qualitative study, utilising individual interviews national provincial decision makers, community directors, heads hospital care units, chiefs district offices, centres representatives, from one province undertaken. Findings showed that sustainability service provision under administration hospitals is problematic barriers exist at operational levels access for all citizens may not be achieved until these are addressed. Furthermore, although needs acknowledged implemented stakeholders within industry government, roles responsibilities services management level need clarified.
