ABSTRACT
Abstract Climate change increasingly affects human health, prosperity and the quality of life increases probability disasters, thus calling for consistent answers by local administrations. The paper presents a case study on Capacity Building through professional training in Dresden, frontrunner Germany. A minimum-standard design to output-to-outcome evaluation trainings is applied. Results show highly differentiated effect motivation factors that influence intention act can remain weak even if other are enhanced. Hence, strategic comprehensive approach essential disaster risk reduction.
