Aggregated impact of allowance allocation and power dispatching on emission reduction

ABSTRACT
Climate change has become one of the most important issues for sustainable development social well-being. China made great efforts in reducing CO2 emissions and promoting clean energy. Pilot Emission Trading Systems (ETSs) have been launched two provinces five cities China, a national level ETS will be implemented third quarter 2017, with preparations China's now well under way. In meantime, new round electric power system reform entered implementation stage. Policy variables from both electricity emission markets impose potential risks on operation generation companies (GenCos). Under this situation, by selecting key each domain, paper analyzes combined effects different allowance allocation methods dispatching models emission. Key parameters are set based provincial case studies conducted dynamic simulation platform macro-energy systems (DSMES) software developed authors. The selected include planned dispatch, energy saving dispatch economic dispatch. initial market grandfathering method historical benchmarking actual output.
