ABSTRACT
The upper Hanjiang river basin, which is a crucial water source for the middle route of South-to-North Water Diversion Project in China. This paper attempts to present new integrated model optimal resources allocation typical basin. In this model, complex adaptive system framework applied at macro level, and dynamics simulates inner response user agent micro level China's "3 Redlines" policy considered module. An proposed basin planning years 2025 2030, NSGA-II algorithm executed obtain Pareto solution set resources. results show that there significant competitive relationship between environmental objective economic objective. tend flow industrial driven by adaptation objective, agricultural municipal can be used decision-making provide guidance further development allocation.
