ABSTRACT
To mitigate the advance of rapid urbanization and growing percentage energy consumption in countries Latin American Caribbean region, it is necessary to transform these inhabited environments into efficient sustainable areas. Energy this region has been mainly understood as an indicator activity development, often relegating parameters efficiency, environment sustainability background. Therefore, adapt criteria transformation processes cities, considering environment, accessibility, social inclusion green economy key aspects. This requires governance models based on local factors that consider all agents involved, enacting more inclusive regulations standards. article presents a methodology analytical study several districts region. enhances ease implementation, provides great adaptability replicability different areas contextual situations, reduces reliance information availability, focused instead practically relevant impactful solutions. It executed through application three matrices: SWOT, stakeholders factors, which allow for identification barriers, driving baseline situation. Applied four real cases, approach resulted formulation tailored improvement proposals each case.
