The final version is available from Elsevier via the DOI in this record ; In this paper, based on linear potential flow theory, an alternative semi-analytical model is developed using the potential decomposition method for wave interaction with a vertical cylinder with a submerged porous plate. The semi-analytical model is verified by comparing with the previous analytical results and the numerical results. The influence of geometrical/physical parameters is further investigated. Results show that there exists a critical frequency beyond which the wave loads on the vertical cylinder are mitigated significantly.
