ABSTRACT
Under an increasing maritime transport in the Baltic Sea, and especially Gulf of Finland, possibility environmental harm accidents due to shipping pressure is growing. To counteract risks, adequate measures for accident prevention mitigation consequences are critically important. The Finland Mandatory Ship Reporting System (GOFREP) a complex socio-technical safety management system that has been efficient operation since 2004 it open further improvement development. However, not explicitly covered by GOFREP so far. According our working hypothesis, Systems Theoretic Accident Models Processes (STAMP) can be extended beyond area into realm eco-socio-technical systems safety. This paper attempts demonstrate conceptual potential STAMP based on adaptive Maritime Spatial Planning processes integrated system.
