ABSTRACT
The Coalition for African Rice Development (CARD) was initiated as a policy framework with the aim of doubling rice production in sub-Saharan Africa (SSA) over period from 2008 to 2018. This paper assesses contribution CARD and forecasts local supply demand provide better understanding policies needed attain self-sufficiency by 2030. A combination autoregressive integrated moving average method counterfactual approach adopted using statistical data 23 countries SSA. results showed that paddy 2018 10.2 million tons, equivalent 74% target. resulted increases area yield 23% 19%, respectively.
