544 Evaluating global cosmetic regulatory frameworks using an adapted regulatory maturity benchmarking tool

ABSTRACT
Objectives/Goals: This research aims to modify an existing regulatory benchmarking framework, initially designed for medical products, assess cosmetic product regulations in different countries. tool will provide qualitative and quantitative comparisons of global approaches cosmetics. Methods/Study Population: The World Health Organization’s (GBT) was selected as a suitable template the adapted methodology. GBT contains comprehensive set functions, indicators, sub-indicators defining high maturity standard. Although 269 are tailored regulation they can be intentionally other products. Relevant indicators specific identified construct customized tool. then used countries authorities, including United States, European Union, Japan, India, Brazil, China, Ethiopia, Nigeria. Results/Anticipated Results: Preliminary analysis indicates lack harmonized standards across market. recent passage Modernization Cosmetics Regulation Act 2022 (MoCRA) has strengthened States’ incorporating 11 13 indicators. States joins Union (10/13 indicators) Japan (8/13 leaders safety manufacturing transparency. Common basic policies included good practice regulations, while more advanced cover adverse event reporting premarket requirements. Discussion/Significance Impact: Cosmetics, supplements, homeopathic products transparency regarding quality project establishes benchmark regulation, addressing historic gap oversight. supports regions with less developed enhance standards.
