ABSTRACT
Abstract Data governance is an emerging field of study concerned with how a range actors can successfully manage data assets according to rules engagement, decision rights, and accountabilities. Urban studies scholarship has continued demonstrate criticize lack community engagement in smart city development urban projects, including local sustainability initiatives. However, few move beyond critique unpack more detail what should look like. To overcome this gap, we develop test participatory methodology identify approaches empowering the context Monash Net Zero Precinct Melbourne, Australia. Our approach uses design for social innovation enable small group “precinct citizens” co-design prototypes multicriteria mapping as appraisal method open up reveal diversity perspectives uncertainties on approaches. The findings importance creating deliberative spaces pluralising that consider diverse values interests precinct citizens. This research points toward new ways conceptualize enabling processes reflects implementation strategies attuned politics participation support embedding these innovations within specific socio-institutional contexts.
