Abstract The effect of the place-based policies on sustainable development has received substantial attention in economic research. In China, industrial transformation and upgrading exemplary zone policy is a prominent example such policies, as it targets old resource-based cities. paper provides an early assessment policy’s capability to reduce carbon emissions. Specifically, we use data from cities for period 2012–2019 apply difference-in-differences method examine influence total emissions intensity. results show that can effectively through reducing energy consumption, promoting urban green innovation tertiary industry agglomeration.
