ABSTRACT
Significance After a rapid expansion of primary school enrollment rates in many developing countries starting around 2000, progress toward development goals was widely acknowledged. However, the comprehensive focus on tested literacy skills presented this paper shows that, countries, quantity came at expense quality. Given overriding importance skilled human capital modern knowledge societies, is worrisome trend with possible negative implications current COVID-19 crisis schooling possibly exacerbating situation.
