ABSTRACT
The chiral constituent quark model is applied to predict the magnetic $M1$ and electric $E2$ amplitudes of $\ensuremath{\Delta}\ensuremath{\leftrightarrow}\ensuremath{\gamma}N$ transition. It found that one-meson-exchange quark-quark potential due fields enhances $E2/M1$ ratio by a factor about 2. predicted ${M}_{{1}^{+}}$ amplitude $\ensuremath{\simeq}\ensuremath{-}1.0%$ are within range determined from recent analysis data pion photoproduction.
