Calibrating autonomy: How bureaucratic autonomy influences government quality in Brazil

ABSTRACT
Abstract The interactions between bureaucratic agencies and political actors shape governance outcomes, yet scholars disagree about how autonomy relates to government quality. Some claim that enhancing improves quality, whereas others maintain the opposite. An influential article by Fukuyama (2013) in Governance suggests a curvilinear relationship, moderated capacity. This evaluates theory empirically, focusing on within‐country variation two dimensions of autonomy: independence discretion. Drawing an original survey over 3200 public sector workers Brazil administrative data 325,000 servants, we find evidence suggesting relationship perceived quality depends type level Public servants' perceptions from are associated with increased linear fashion. For discretion, initial Goldilocks relationship: too little reduces but so does much, especially low‐capacity areas. Our findings offer may qualify claims limiting discretion while increasing oversight governance; instead, context be crucial.
