From the design to implementation: the case of the Health Care Integration Councils (CIRA) in Chile

ABSTRACT
Background In Chile, primary health care is under municipal administration since 1981 [1]. Hospitals are of geographical services. This separation has been deemed as an obstacle for integral functioning the network [2]. 2005 reform in administrative arrangement called Health Care Integration Council (CIRA) was set. CIRAs were created each one 29 geographic Services (HS), with purpose facilitating development collaborative relationships among providers within (see figure 1). The legal framework that regulates CIRA considers inclusion private and does not include community organisations. this study to explore views relevant stakeholders belonging on process moving from design implementation policy.
