An index CHE is created enable evaluation associated risks. The concentration curve are used measure involved CHE. Multiple logistic regression utilized explore factors that influence CHE.The decreased 13.62% 7.74% was changed -0.298 (2009) -0.323 (2010). Compared with which all members covered by NCMS, some not had lower CHE: odds ratio 0.65 95% confidence interval 0.43 1.00. For increase correlated decline if other influencing controlled: 0.48 0.36 0.64.Between rate sampled sharply, more concentrated among least wealthy increased during period. As poorest still high risk experiencing rise reduces probability
