ABSTRACT
The World Health Organization (WHO) launched the OneHealth Tool (OHT) to help low and middle income countries develop their capacities for sector-wide priority setting. In 2016, we sought use OHT aid Philippine Insurance Corporation (PHIC), national health insurer of Philippines, in decisions expand benefit packages using cost-effectiveness analyses. With technical support from WHO, convened planning officers Department (DOH) (PHIC) conduct generalized cost-effective analyses (GCEA) selected un-financed noncommunicable disease interventions OHT. We collected epidemiological cost data through facility surveys, review literature such as libraries clinical practice guidelines, expert consultations. Although were unable GCEA results directly set policy, learnt important policy lessons which outline here that might inform other looking service coverage decisions. Additionally, entire process visualizations helped high-level policymakers sector, who have traditionally relied on ad hoc decision making, realize need a systematic transparent priority-setting can continuously provide evidence needed
