Evaluation of water safety plan implementation at provincial water utilities in Vietnam

ABSTRACT
This study evaluated the experience of implementing water safety plans (WSPs) in Vietnam. WSPs were introduced Vietnam by World Health Organization (WHO) collaboration with Ministry Construction 2006 and have been a mandatory requirement for municipal supplies since 2012. Using mixed-methods approach, we collected data on perceived benefits challenges WSP implementation from 23 provincial companies between August November 2021. Potential public health improved quality key motivation; 87% utilities also motivated risk climate change prepared response to climate-related extreme events as part WSPs. A decrease E. coli an improvement disinfectant residual treated reported 61 83% supplies, respectively. Sixty-five percent revenue cost recovery. Key barriers lack guidance suitable local context (87%) insufficient funds (43%). Our highlights need support capacity building along locally suited audit.
