ABSTRACT
The 2010 tsunami in Chile exposed the absence of socio-natural disaster risk management at national and local levels. This article investigates role government's post-tsunami reconstruction process, as articulating body for most vulnerable communities. In particular, Tumbes cove, Biobío region, was studied, where vulnerability factors were identified face flooding through closed surveys interviews with key players, well organizing information matrices to identify perception after process. Vulnerability maps generated using "pressure release" model Wisner et al. (2006). Through five processes, it observed that macro-social levels would affect micro social their daily lives, disasters, which have an impact on increase vulnerability. We argue town is a case socio-economically educationally community, process weakened community organizations due lack knowledge leaders, thus contributing construction greater vulnerabilities.
