The New Research Assessment Reform in China and Its Implementation

A radical reform of research assessment was recently launched in China. It seeks to replace a focus on Web Science-based indicators with balanced combination qualitative and quantitative evaluation, strengthen the local relevance trusts institutions implement policy within few months but does not provide necessary national platforms for coordination, influence collaboration developing shared tools information resources agreement definitions, criteria protocols procedures. Based international experiences, this article provides constructive ideas implementation new policy. Policy highlightsIn response three main messages policy, we suggest these possible solutions implementation:Farewell “SCI worship”: With move away from Science as standard, an integrated system journal evaluation is needed.From metrics peer review: The function weight peer-review needs be differentiated between levels system: individuals, units, institutions, agencies.New priority relevance: optimal balance globalization must allowed differ by type field research.
