ABSTRACT
This qualitative study identified and analyzed the occurrences of Garbage-Can decision making model in public schools.The was based on semi-structured interviews with 34 teachers from elementary middle schools Israel.Data analysis showed three major areas which employed, conditions under these decisions were made.Specifically, salient found regarding pedagogical decisions, opportunities to obtain additional resources, change management.The main that evoke use are administrative limitations create pressure ambiguity, time limits do not allow systematic making.Results this may inform school principals policy-makers when schools.
