During 1980-1997, the management of water resources was done with a supply-driven approach. This approach results in expensive maintenance and disregarded utilization environmental sustainability. Since 1998, The Government Indonesia began to reform institutional irrigation financing supported by World Bank. However, reforms have not yet reflected exact changes as expected. Therefore, it is necessary study process strengthening based on local wisdom through inventory history series policy empowerment capacity building program management. paper presents an effort develop exploring community.
