ABSTRACT
The international community has reached a consensus on promoting the sustainable development of global cities. As an important and irreversible space resource in city, utilization urban underground should follow principle sustainability emphasize scientific forward-looking planning. At present, most cities have formulated master plans. However, due to lack effective evaluation method, plan quality is uneven, which directly affects utilization. This paper proposes set framework planning based relevant standards protocol, makes comparative analysis 40 plans China from 2004 2020. research found that documents generally reflected problem emphasizing design strategies engineering technology while neglecting implementation humanistic care; administrative region, population density, land price other variables closely related scarcity resources are main factors affecting conclusions this can aid planners researchers identify problems influencing sustainability, summarize methods improve
