ABSTRACT
Procurement and activation of resources from distribution network for ancillary services will require new grid organisation ensuring improving interaction between TSOs DSOs. EU H2020 project SmartNet proposes five different architectures or coordination schemes (CSs) that each present a way organizing this with specific set roles taken by the system operators detailed market design. The study made comparative evaluation these CSs based on realistic scenarios 2030 implemented in simulations. following comprehensive screening more than 40 documents selection key topics, which are essential evaluated how aligned national European policy goals positions industrial stakeholders. was structured according to so-called topics interest, considers be definition wellfunctioning TSO-DSO interaction. general conclusion is neither main hypothesis nor suggested directly conflict terms regulation. However, regulation does not address several crucial large scale utilisation Distributed Energy Resources services. Without common regulations solutions develop areas, most diverse non-harmonized agreement DSOs adjoining TSO (e.g. nation- region-wise under influence TSO). This necessarily hamper local flexibility transmission grids, but it certainly make difficult development towards cross-border distributed energy resources.
