Challenges of Implementing Outcome-Based Assessment in Vietnamese Higher Education – A Qualitative Inquiry

ABSTRACT
This qualitative study investigates the key challenges faced by university lecturers in implementing outcome-based assessments (OBA) higher education institutions Vietnam, a country currently undergoing significant educational transformation. Utilizing research design, conducted semi-structured interviews with 15 from diverse academic fields institution. The data were thematically coded and interpreted through lenses of Constructivism, Institutional Theory, Diffusion Innovations Theory. Nine major emerged findings, including pedagogical hurdles, lack training resources, institutional constraints, technological limitations. These are contextualized within existing theoretical frameworks related literature. offers critical insights that deeply rooted cultural, institutional, structural variables. findings pertinent for educators, administrators, policymakers Vietnam potentially those similar settings, they hold broader implications professional development, policies, infrastructure, cultural shifts landscape.
