ABSTRACT
Indonesia is one of the countries with highest level natural disaster vulnerability in world due to extreme geographical and climate conditions. In facing this risk, government has implemented a management policy based on community involvement. One important aspect approach social capital, which includes participation, interpersonal trust, networks, as crucial component strengthen resilience. This study explores role Meteorology, Climatology, Geophysics Agency (BMKG) Lampung Province developing weather literacy mitigation programs through digital media build capital community. The results show that although BMKG succeeded increasing participation channels, involvement currently still passive limited. To achieve comprehensive preparedness, it necessary increase active trust two-way communication, expand networks. With capital-based approach, expected be able create more responsive adaptive program, making an partner threat disasters future.
