ABSTRACT
The objective of this article is to propose a new composite index (CI) that helps determine the most effective location servers in an Emergency Care System (ECS), using Benefit Doubt (BoD)/Data Envelopment Analysis (DEA) and Hypercube queuing model. CI proposed was developed four stages: (1) definition number possible ECS configurations through application mathematical partitions permutations; (2) hypercube model performance parameters for each configuration; (3) DEA/BoD build generate rankings, (4) evaluation rankings obtained define best configuration analyzed. Data from two real cases Brazil were used assess proposal. results confirm that: (a) could, relatively quickly, generated; (b) appropriate enabled different be ranked with good discrimination; (c) pattern relationship between ambulance concentration effectiveness could identified; (d) would benefit managers who are making resource decisions.
