Natural Disaster Risk Assessment in Local Governments for Estimating Disaster Management Resources

ABSTRACT
This paper proposes the method of risk assessment to minimize damages caused by natural disasters (typhoons, heavy rain, snow, strong winds, high waves) and establish systematic disaster prevention measures for 228 local governments. In this study, consists four main factors: hazard, exposure, vulnerability, reduction. These factors are evaluated in terms a disaster's indicators probability, consequentiality, reducibility, respectively. The evaluation criteria hazard exposure have been proposed analyzing occurrences disasters, according data measured governments over last 20 years.
