The paper presents results of studies the dielectric response and structure PbCo1/3Nb2/3O3 (PCN) crystal. Abstract Spectroscopic data suggest that the anion sublattice of KDP paraphase is orientationally disordered and made up predominantly same dihydrophosphate anions H2PO− 4 as ferroelectric phase lattice.
