Effective media education requires that teachers dispose of sufficient literacy and they have the competencies to promote in students. This article describes development a questionnaire measure these individually or as team. The was developed five stages. A systematic critical listing existing inventories resulted preliminary questionnaire. In final stage, submitted representative sample 454 219 student teachers, an exploratory factor analysis conducted. results show is sufficiently valid reliable.
