Summary The paper explores the notion of freedom choice which is considerable importance in welfare economics and theory social choice. Three plausible axioms are introduced for ranking alternative opportunity sets terms degrees that they offer to agent making choices. It shown that, under these axioms, judgements about have be based on naive principle simply counting number available options.
In measuring social deprivation in a multidimensional framework, ideally one should first measure each individual's overall deprivation, and then aggregate the levels of all individuals.
