Abstract This study investigates the dynamics of diversity within photovoltaic technology by considering spatial information technological change. We introduce a phylogenetic tree methodology using an evolutionary perspective for validation at level genes and functional modules. 과학기술 부문별 많은 중장기계획이 수립되고 있으나, 그 실효성은 매우 낮다는 평이 다수이다. 이러한 배경 하, 본 연구에서는 텍스트 네트워크 분석과 포커스 그룹 인터뷰 등 방법론을 결합함으로써, 우리나라 부문 중장기계획수립 및 집행체계 상 정책문제를 체계적으로 도출하고자 한다. 분석결과, 낮은 자율성에 따른 미래 환경변화 적응관리한계, 정권별 키워드 단절 현상 심화, 부처 간 조정 한계에 정합성 약화, 증거기반 정책과정 제약에 타당성 제한, 백화점식 정책추진에 실효성 저하 주요 정책 문제를 도출할 수 있었다. 이를 바탕으로, 급변하는 환경변화에 대한 적응력을 확보하고 중장기전략 수립·집행의 제고를 위한 정책혁신과제를 연구는 정량분석과 정성적 연구를 상호결합하여, 통합적 관점에서 중장기계획의 제도적 경로의존성을 고찰하고, 정책과제를 제안한다는 점에서 학술적, 정책적 의의가 있다고 볼 있다. 연구의 시사점은 미래지향적 정책과정에 환류됨으로써, 새로운 설계와 실현을 뒷받침하는 데...
