Abstract In this paper, we present a comprehensive integrative approach to evaluation planning based on Relational Systems Evaluation (RSE). We describe the major implementation approaches and tools resources that support in RSE embodied Protocol (SEP), step‐by‐step guide tasks every should address. The SEP provides both conceptual framework for thinking about set of specific methods expand awareness influences multiple parts complex systems. is implemented through partnership approach, joining evaluators program professionals an iterative, phased planning, which also often emphasizes capacity building (ECB) as intentional goal. This paper practice‐oriented overview steps comprising three stages outlined SEP: preparation, model development, plan development.
