Promoting evaluation in youth character development through enhanced Evaluation Capacity Building: Empirical findings from the PACE Project

ABSTRACT
Abstract In this paper, we present empirical findings from a mixed‐methods study of an Evaluation Capacity Building (ECB) initiative called the Partnerships for Advancing Character program (PACE) Project that applied Relational Systems (RSE) approach. We focused especially on how participation in partnership‐based ECB is associated with changes attitudes and behaviors related to evaluation capacity Evaluative Thinking. used repeated measures design semi‐structured interviews surveys examine two research questions: (1) Do Program Professionals participating PACE adopt Thinking behaviors? And (2) demonstrate increased capacity, including improved about evaluation? found successfully Professional's behaviors, attitudes, capacity; particular, participants overwhelmingly noted emphasis changed way they think approach evaluation, such now more well‐integrated into their practice.
