ABSTRACT Large dams have been controversially debated for decades due to their large‐scale and often irreversible social environmental impacts. In the pursuit of low‐carbon energy climate change mitigation, hydropower is experiencing a new renaissance. At forefront this renaissance are Chinese actors as world's largest dam‐builders. This paper aims discuss role South–South technology transfer innovation its opportunities barriers by using case study first large Chinese‐funded Chinese‐built dam in Cambodia. Using Kamchay Dam an example, finds that can only be fully successful when host governments organizations capacity absorb technologies.
