ABSTRACT
Abstract Over the prior decade, structural change efforts have become an important component of community‐based HIV prevention initiatives. However, these may not succeed when initiatives encounter political resistance or invoke conflicting values, which be likely changes are intended to benefit a stigmatized population. The current study sought examine impact target population stigma on ability 13 community coalitions achieve objectives. Results indicated that working behalf highly populations had abandon objectives more often than did for less because external opposition coalition and resultant internal conflict over goals. Those were most successful in meeting challenges used as transformative occasions by targeting conflicts directly attempting neutralize oppositional groups turn them into strategic allies; struggled determine appropriate response opposition. role transformation success strategy is discussed.
