ABSTRACT
Abstract The national Child and Family Agency in Ireland, 2015, undertook an ambitious three-year programme of work to embed a child’s right be heard its culture operations. In parallel implementation, the authors this paper were tasked with evaluating what extent intended outcome, that was embedded government agency’s operations, achieved. overarching evaluation design mixed methods baseline follow up study. This reports on development implementation framework guiding comprised seven structural process indicators adapted from Council Europe Participation Assessment Tool five outcome informed by Lundy Model participation. As well as reporting process, critiques value framework, benefits, challenges pitfalls along way inform future evaluations.
