ABSTRACT
Abstract This paper examines the intersection of eco-social policies and multilevel governance within framework European Green Deal (EGD), focusing on Germany as a case study. We explore how German stakeholders employ EGD framing tool for socio-political discourses aimed at addressing social risks green transition by promoting (or not promoting) integrated ecological policies. Applying ‘usages Europe’ framework, our empirical analysis expert interviews reveals that serves more flexible ideological contestation rather than set prescriptive guidelines, reflecting diverging political ideologies economic priorities. The findings highlight minimal conflictual politicization, with debates centering choice instruments themselves or necessity to adopt them domestic level. study underscores nuanced interplay between initiatives national policy debates, contributing deeper understanding complex paradigms shape transformations in age EGD.
