ABSTRACT
The construction industry is plagued by chronic inefficiencies, such as low productivity, significant waste, cost overruns, and schedule delays. One of the most critical contributors to these issues fragmented ineffective planning control methods. This research aims address challenges developing an innovative integrated multi-level framework for production that harmonizes various methods metrics across different levels. Employing Design Science Research (DSR) methodology, this study systematically develops evaluates integrates internal external project characteristics, utilizing concept "functionality" a primary key coherent integration. Furthermore, multi-objective mathematical model incorporated clarify framework's components optimize number suggested at each scheduling level, aiming balance functional requirements teams with practicality implementation. application renovation case demonstrates its strategic value, effectively addressing real-world management challenges. Moreover, academic evaluations highlight potential significantly improve practices.
