ABSTRACT
The Social License to Operate (SLO) has become an established part of the natural resource development lexicon in North and South America as well Australia. In Europe, concept SLO relation mining is still early maturation acceptance possibly due very different worldview that exists Europe. European 'condition' can be characterized by a greater degree trust governance bodies role they play prioritizing best interests citizens serve. 'Scalar Model' inspired Thomson Boutilier's original conception developed during H2020 MIREU project describe Europe; however, its logic applied any other jurisdiction globally. What distinguishes Scalar Model from contributions literature two-fold.
