ABSTRACT
Based on the implementation of third stage "Three-year Action Plan for Preschool Education", this research took preschool education resources 31 provinces (cities), autonomous regions (excluding Hong Kong, Macao and Taiwan) municipalities in China from 2003 to 2019 as samples. At same time, according data Educational Statistics Yearbook (2003–2019) Finance (2004–2020), collected human resources, material financial resources. As analysis, was based methodology entropy method, repeated indicators Theil index so on, evaluated state allocation 2019. Simultaneously, allocation, analyzed spatio-temporal differences between various areas, then causes differences. After that, suggestions were put forward analysis.The results show since condition has been generally improved. However still presents a low-level uneven development trend. have formed "preschool resource advantage belt" Beijing, Tianjin Yangtze River Delta; Comparing with lags behind China; In terms each China, eastern most significant difference which is followed by western inner least difference; The main factor affecting regional inter-provincial And factors eastern, inner, are respectively tend expand. this, study proposes methods narrow provide references realizing equity sustainable development.
