ABSTRACT
The new development form of urban agglomeration has greatly promoted economic and social progress in recent years, but it is also facing severe environmental pollution problems. Understanding the status quo efficiency agglomerations its leading driving forces an important prerequisite for formulating energy conservation emission reduction policies. This research uses Meta Epsilon Based Measure (Meta-EBM) model to measure Beijing-Tianjin-Hebei(BTH), Yangtze River Delta (YRD) Pearl (PRD) China from 2014 2018 so as improve on inability traditional Data Envelopment Analysis (DEA) combine linear non-linear characteristics, employs Moran's I index spatial econometric methods analyze their dependence main factors. results demonstrate that overall three major five years presents a wave-like then tends be flat. itemized outputs maintained relatively high level with output exhibiting best industrial wastewater, followed by sulfur dioxide (SO2). scores two indicators inhalable fine particle emissions (PM2.5) smoke dust each are not ideal, there obvious differences between regions. Among them, YRD PRD inferior. From perspective spillover effects, various show diverse characteristics at different stages Population Normalized Difference Vegetation Index (NDVI) have positive effect efficiency, while both Gross Domestic Product (GDP) per capita transportation tend greater negative effects regional optimization. study proposes countermeasures follows. Each should set up measures suitable local conditions give full play location advantages. They can use space radiation promote sector optimize benefits.
