ABSTRACT
A scientific performance evaluation model is necessary to establish a index system for compulsory education in ethnic areas and conduct objective impartial evaluations. After conducting theoretical analysis reviewing literature, it was determined that existing educational input models are general fail reflect the unique characteristics of development China. Therefore, this study intends improve their self-adaptability degree fit. Based on features China's current situation development, trinity regions constructed using classical framework. This includes "implementation topic - target concept dimension." The government main organization responsible organizing implementing entire evaluation, with publicness responsiveness as value idea evaluation. "4E″ enough, equity, efficiency, effectiveness objectives, input, allocation, output, effect dimensions building system. objectives integrated into reconstructed combines universality specificity, highlights dual attributes "tool-value," realizes organic combination internal external illustrates overall process ensures objective, fair, accurate results. It provides useful guidelines further optimizing investment policies promoting high-quality well-balanced areas.
