ABSTRACT
Support networks play a crucial role in channeling state resources to rural areas for targeted poverty alleviation (TPA) China. The "pairing-up" support system (PSS) and its paired helpers are key this process. This study uses natural randomized trials poverty-stricken village analyze the effectiveness of alleviating poverty. results show that, first, exhibit varying levels collecting information, implementing policies, promoting self-development poor households. Furthermore, an organization-reshaped network is superior that organization-maintained network. Second, main factors restrict local knowledge incentive compatibility, but not helpers' abilities. Third, PSS design highly rational TPA.
