ABSTRACT
Schools and school districts are complex, dynamic systems affected by numerous factors, from individuals' attributes to federal policies. In this paper, a modeling framework is presented for as complex system. An agent-based strategy developed such that users may better understand the relationships cause an intervention succeed or fail. The system state change, including agents' their relationships, modeled Discrete Time Markov Chain (DTMC). demonstrated through case study of high where 'Engineers Without Borders' chapter founded.
