Abstract At present, the medicine market is in chaos and the combination of online and offline is the current trend of pharmacy development. Meanwhile, the order of online pharmacy requires timeliness and single-delivery in order to ensure the effect of medicine. In this context, this paper primarily solves how to allocate the order and organize the delivery process on the basis of the timeliness. Considering the time of delivery, this paper develops an integer programming model with the objective function of minimizing the order fulfillment cost. The decision content of the model mainly includes order distribution, vehicle assignment and vehicle routing arrangement. Combined with the idea of integrated optimization, the follow-up delivery and other operations are taken into account at the time of order distribution so that the total cost of order fulfillment can be achieved at the lowest level based on the requirements of the time and delivery. The end of this paper designs a small-scale example and solves the model by using the CPLEX software to verify the validity and feasibility of the model.
