J. Optical and radio data on the 'isolated extragalactic H region' 70 are discussed. Its integrated properties, including its I content, similar to those of normal late-type systems with comparable luminosities. Despite a metal deficiency 0.5 log, this applies chemical composition as well. However, dense central regions, is undergoing an intense burst star formation, processing about 3 solar masses per yr gas into stars. It inferred from content that such bursts cannot have persisted for more than 100 million over lifetime galaxy. Preliminary evidence suggests nonthermal source.
