ABSTRACT
Background: In 2014, the Association of State and Territorial Health Officials (ASTHO) convened a multistate Immediate Postpartum Long-Acting Reversible Contraception (LARC) Learning Community to facilitate cross-state collaboration in implementation policies. The model was based on systems change, through peer-to-peer learning strategy-sharing activities. This study uses interview data from 13 participating state teams identify state-implemented strategies within defined domains that support policy implementation. Materials Methods: Semistructured interviews were conducted by ASTHO team with members Community. Interviews transcribed coded. Using qualitative analysis, state-reported most identified. Results: five leading included following: stakeholder partnerships; provider training; outreach; payment streams/reimbursement; data, monitoring evaluation. Stakeholder partnership identified as cross-cutting domain. Every used for partnerships training, 12 reported planning or engaging outreach efforts, 11 addressed facility reimbursement, 10 implemented evaluation strategies.
