ABSTRACT
Effective implementation of the WHO international Framework Convention on Tobacco Control (FCTC) is key to controlling tobacco epidemic. Within countries, strong national control capacity primary determinant for successful FCTC. This case study policy describes experience building in Vietnam under Reduce Smoking Partnership project within a capacity-building framework. In experience, four components emerged as especially important achieve 'quality' outputs and measurable outcomes at level: (i) organizational structure/infrastructure; (ii) leadership expertise; (iii) partnerships networks (iv) data evidence from research. The gained this helps adapting our model, lessons that country can provide guidance global funders, technical assistance providers nations governments endeavor meet their commitment
