ABSTRACT
Abstract Against the background of current state provision drinking water and sanitation in world — with one billion lacking safe water, 2.2 not having adequate this article argues that private participation is necessary. The most important issues for management utilities 21 st century are identified as mobilizing investment highly capital intensive operation supply infrastructure, achieving efficiency delivery services. highlights need to be raised if seriously considered an alternative. Case studies, especially from Latin America (Argentina, Chile, Peru, Bolivia), illustrate different modes participation, possible reasons successes failures discussed. stresses regardless modality sector involvement, on‐going government regulatory responsibility crucial. It suggests policy must go beyond just setting tariffs, develop standards quality waste treatment, well other standards.
